Development and improvement of regulatory and legal framework for environmental protection

Сenter is engaged in the development and improvement of the regulatory, legal and methodological documentation of the Republic of Kazakhstan in the field of environmental protection. Totally for the whole period of the Center’s activity more than 30 normative documents regulating activities in the field of environmental protection have been developed and approved, including:

  • “Environmental Protection of the North-Kazakhstan region for 2008-2010”, program 2007;
    • “Healthy Environment in Astana for 2008-2010” program, 2007;
    • “Environmental Protection of the Republic of Kazakhstan for 2008-2010” program, 2005-2007;
    • “Environmental Protection of the Republic of Kazakhstan for 2005-2007” State program, 2004;
    • Republican normative document 211.2.02.03-2004 “Methodology for calculating pollutant emissions into the atmosphere during welding operations (by specific emission values)”;
    • Republican normative document 211.2.02.04-2004 “Methodology for calculating pollutant emissions into the atmosphere from stationary diesel installations”;
    • Republican normative document 211.2.02.05-2004 “Methodology for calculating pollutant emissions into the atmosphere when applying paintwork materials (by specific emission values)”;
    • Republican normative document 211.2.02.06-2004 “Methodology for calculating pollutant emissions into the atmosphere during mechanical treatment of metals (by specific emission values)”;
    • Republican normative document 211.2.02.07-2004 “Method for calculating pollutant emissions into the atmosphere in the production of metal coatings by galvanic method (in terms of specific emissions)”;

In addition, drafts of the following normative and methodological documents and standards have been prepared and submitted for approval to the authorized agencies in the field of environmental protection:

  • Methodological instructions for calculation of emissions from enterprises that store and sell petroleum products (tank farms, gas stations) and other liquids and gases;
    • Methodological instructions for calculating emissions of harmful substances into the atmosphere by food industry enterprises;
    • Rules for management of ownerless hazardous waste recognized by the court decision as having been transferred to the republican property;
    • Instruction on maintaining the state waste survey;
    • Methodological instructions (Instruction) for waste survey;
    • Waste classifier;
    • Methodology for determining emission standards for the environment;
    • The methodology for calculating storm run-off discharge from the territory of settlements and enterprises;
    • Methodological recommendations for compliance with environmental safety standards when designing oil operations in the water area and in the protection zones of the seas and inland water bodies of the Republic of Kazakhstan;
    • Methodological recommendations for Environmental Impact Assessment in the areas of falling parts of launch vehicles;
    • Guidance on monitoring, assessment, and reporting on greenhouse gas emissions;
    • Rules for registration of participants in domestic trade in greenhouse gas emissions quotas and the procedure for creating and maintaining a register of carbon units;
    • Methodology for assessing the implementation in Kazakhstan of the main provisions of international environmental conventions;
    • Rules for issuing licenses for the import, export of ozone-depleting substances and products containing them;
    • State Standard (ST RK) for equipping landfill sites with equipment for collection, monitoring and utilization of landfill gas and collection and purification of leachate and waste water;
    • Regulations for the safe burial of municipal waste at landfills;
    • Requirements for emissions of harmful (polluting) substances of mobile sources released into circulation on the territory of the Republic of Kazakhstan.

 

There is also a work is carried out in order to adjust, harmonize and popularize the latest regulatory and methodological documentation and software in the field of atmospheric air protection of the CIS in the Republic of Kazakhstan.
